Because the purpose of most students learn English is just to get high marks, to pass the exam, such as CET, if they pass the exam, for some students can go to a better college, others can get a high pay job.

　　第一，當大部分人學習英語，他們傾向于把注意力放在語法，句子結構和讀英語的能力上。因為大部分學生學習英語的目的是為了拿高分，通過考試，就像高考，如果他們通過了考試，其中一些人就能上一所好的大學，其他能找到一份好工作。

　　Second, most people feel shy and are afraid of making mistakes, so they choose to not to speak English, it is not good for them in the long run, when one is less practicing speaking English, he gets worse and will not get improve.
