　　Once upon a time all the world spoke a single language and used the same words. As men journeyed in the east, they came upon a plain in the land of Shinar and settled there. They said to one another, ‘Come, let us make bricks and bake them hard’; they used bricks for stone and bitumen for mortar. ‘Come,’ they said, ‘let us build ourselves a city and a tower with its top in the heavens, and make a name for ourselves; or we shall be dispersed all over the earth.’ Then the Lord came down to see the city and tower which mortal men had built, and he said, ‘Here they are, one people with a single language, and now they have started to do this; henceforward nothing they have a mind to do will be beyond their reach. 　　Another round of energy crisis is knocking at the door. in 20xx world oil consumption reached a new record causing oil price in the international market to skyrocket amazingly. as for china it was reported that many traditional mineral cities in northeastern china had run into predicament with their economy collapsed and workers unemployed only because coal had been mined out. fossil energy resources including coal oil and gas are unlike sunlight water power and wind power which are generated consistently. they’re not practically reproductive during human history. once consumed they’re gone forever.

　　If they were to be exhausted before we could find sufficient reproductive resources to replace them with we’d have to live in entire blackout again like our ancestors have done thousands of years ago. that’s of course not what anyone would want to see.

　　Due to technical limitations people still have to utilize these resources now. as a result we must economize them most cleverly. new techniques should be developed and applied to reduce energy cost in industry and daily life. alternative energy should be employed wherever possible. eradicate any practice that wastes energy.

　　Humans have overcome so many crises in history and we’re sure to win this time also.

Giving one person central authority and responsibility for a project or task is not an effective way to get work done。 To what extent do you agree or disagree with the opinion expressed above? 　　Some people argue that it is not an effective way to give one person central authority and responsibility to get work done. Rather, all groups and organizations should function as teams where everyone makes decisions and shares responsibilities. Although it is true that doing things in team-based environment creates a cooperation spirit which is a powerful motivator for the workers of the company, I still believe that there should be someone who makes decision and share duties。

　　First, a group cannot make decisions. Everyone in a group can bring out suggestions, pros and cons, but only one person can make the final decision and bear the major responsibility for a project or task. This brings my second point that responsibility has to be personal to mean something. Group responsibility means nothing. Another point is that a required step in any large project is to divide the project into smaller parts and to assign them to the team members. Naturally, only a chief person can do that。
